Agreeing on renovation hours, documenting repeated noise and contacting the right service — with December’s new rules kept separate

An occasional drill during the day and a week of sleepless nights call for different responses. Before speaking to a neighbour or making a report, describe your situation precisely: where the sound comes from, when it happens and how often it returns.

Try agreeing on specific times

If it is safe to talk, explain what you can hear inside your flat. Your neighbour may not realise how far the sound travels. Suggest something concrete: moving the drilling to an agreed time, taking a break or turning the music down.

For renovation work, ask how long the noisy stage will last and who you can contact. Confirm any agreement briefly in a message. It does not override the law, but it may save you from having the same conversation every day.

If someone becomes threatening or aggressive, do not keep arguing at the door. Banging on pipes or playing louder music will disturb other neighbours too.

Keep a simple record

Note the date, start and end times, and the apparent source. Describe the sound: music, impacts, vibration or a continuous hum. If you make a recording, do it from your own flat and keep the original file.

A phone app is not a substitute for an official noise measurement. Recordings can help explain the circumstances; the authorised body decides which checks and measurements are needed. Other affected neighbours can describe what they heard themselves.

Avoid posting someone’s face or personal details in the building chat. Keep relevant evidence for the service handling your report.

Keeping a record of repeated noise

Who to contact

For an ongoing night-time disturbance, you can call the internal affairs service on 102. Give the address, apparent source, start time and what is happening now. The number appears in the official short-number directory.

For a persistent equipment or ventilation hum and questions about sanitary standards, ask how to contact the territorial sanitary service. The Sanitary and Epidemiological Committee lists 1354; use it to clarify where to submit your report and how measurements can be arranged.

If the noise comes from shared building equipment, inform the management organisation as well. Say where you hear it and when it started. Keep your report’s registration number and date, and ask how to obtain the outcome.

What changes on 11 December 2026

Law ZRU-1171 sets night-time restrictions at 23:00–07:00 on weekdays and 22:00–09:00 on weekends and non-working public holidays. Construction and renovation that exceed permitted noise levels in residential buildings and their adjoining areas will be allowed from 09:00 to 18:00 on weekdays, excluding non-working public holidays.

The law contains conditions and exceptions, including urgent situations. Check the full text and the version in force on the date concerned for a specific dispute. Before 11 December 2026, do not present the new timetable as an existing legal requirement. Nor should the current night-time period be read as permission for any amount of daytime noise.

If the noise continues

Keep noting new incidents. When following up, quote the original reference number and ask what decision was made and how to challenge it if necessary. A short dated history is easier to follow than several identical messages.
